2026 Water Availability Analysis presentation
Deferred.
Staff (Patrick Ryan, PBES) presented the 2026 WAA and its Technical Report for Board feedback; no action was taken. Key changes: the Napa Valley floor Tier 1 criterion drops from 1.0 to 0.5 af/acre/year; the new Northeast Napa Management Area (about 2,100 acres) is set at 0.3 af/acre; the MST area keeps 0.3 af/acre with a 0.6 af domestic cap; other areas require parcel-specific recharge. Residential parcels receive 0.5 af per acre with a water demand analysis. Near significant streams, well-seal depths step down by distance: 150 ft within 500 ft, 125 ft from 500-1,000 ft, and 100 ft from 1,000-1,500 ft. The basin's sustainable yield is 15,000 af/yr. An ordinance update and formal adoption are expected this winter, and the Board asked that it return for discussion rather than on consent. A referral was made on a residential development envelope.

Firetree Family Vineyards Microwinery Use Permit and Viewshed Permit
Approved.
The Zoning Administrator found the project categorically exempt from CEQA (findings 1-3). The Zoning Administrator approved Viewshed Permit P2500302 (findings 4-10) and Microwinery Use Permit P2500134-UP (findings 11-15). The site is approx. 98.9 acres at the corner of Viewman Avenue and Old Sonoma Road, zoned Agricultural Watershed. The project is a new micro winery with 5,000 gal/yr production capacity, production and hospitality/administrative buildings, an unenclosed outdoor pavilion, appointment-only tours and tastings, driveway improvements, and parking. Buildings will sit on slopes over 15% partially visible from Old Sonoma Road, a county viewshed road. Water comes from Congress Valley Water District, with no groundwater use, and the project keeps a 50-foot wetland setback. The item was continued from September 23, 2026. Three new public comments were received (1 against, 2 in support). Water Audit California objected. This was a single hearing officer decision, not a vote.
