Policy decisions: (1) Tier 2 set-asides for for-sale and for-rent projects, and Tier 3 (20% low-income) for General Plan Amendment projects; (2) minimum project size of 10 units; (3) alternative compliance ranked in priority order (land donation, affordable ADUs, in-lieu fee to satisfy 50%, then off-site development), with three-mile radius removed and community planning area/VMT efficient/infill/high or highest resource/village areas allowed, including in incorporated cities; (4) incentives including doubling state density bonus up to 50% and priority review within 30 days. Direction to return in FY 2027-28 with a new feasibility study, and a 120-day grace period for projects submitted post-adoption. Ordinance would generate approx. 15-60 deed-restricted affordable units per year. Passed with Supervisor Anderson voting no.

Vehicle Miles Traveled (VMT) mitigation updates
Approved.
Item 9, VMT mitigation updates and related CEQA exemption. Staff presented options including a state voluntary fee-based program, a SANDAG regional VMT mitigation program, a local VMT exchange program, and a Transit Opportunity Area (TOA) assessment. Motion by Supervisor Desmond to approve recommendations 1, 2, 3A, 3B, and 3C (continue partnering with SANDAG and pursue grant funding for a three-year pilot), and to direct staff NOT to pursue a local VMT mitigation exchange program at this time, but to return within 12 months or sooner with an update on CEQA 15183 and best-practices analysis, aligned with the sustainable land use framework in early 2027. Seconded by Vice Chair Montgomery-Steppe. Passed unanimously.
