Sale of Atlanta City Detention Center to Fulton County
Resolution authorizing the mayor to execute an IGA for sale of ACDC at 254 Peachtree Street Southwest to Fulton County for not to exceed $68 million, paid lump sum via county bond. The substitute removes the attached sale and lease agreements and requires a separate operational IGA to return for council approval. One-time proceeds go to committed fund balance; recurring savings of about $18-20M are directed toward violence reduction, pre-arrest diversion, COLAs and eviction relief. The city would retain the fourth floor, with capacity for up to 202 detainees. Adopted 8-7, then reconsidered (9-6) and re-adopted 8-7; sent post-haste 8-5. Target closing December 2; failing an agreement, the rate becomes $150 per inmate per day.
- subsequent operational IGA requires council approval
- one-time proceeds placed in committed fund balance
- net operating savings available for annual appropriation for listed purposes
