Overton Ranch plan amendment, zone change, waivers and tentative map - indefinite hold

The companion items cover 9.19 acres east of Moapa Valley Boulevard and north of Lewis Avenue in Moapa Valley (Overton). The plan amendment would change CM to CN. The zone change would reclassify CG and RS-20 to RS-2. The waivers would eliminate open space, waive sidewalks and streetlights, and modify driveway design. The tentative map shows 82 single-family lots. The applicant, represented by Mark Mulhall, requested an indefinite hold to resolve water and fire issues. Heavy public opposition cited no water commitment, fire access, the open-space waiver, driveways onto Lewis Avenue, and ownership discrepancies (Seabay LLC Series Overton Ranch, BR Cubed, Crystal Bay Advisors). Staff recommends approval of the plan amendment and zone change, and denial of the design review, waivers and map. Commissioner Stone moved an indefinite hold, designated as the last hold. The motion passed.

  • neighborhood meeting at least 30 days before returning to the Commission
  • water and site plan issues resolved
  • items reported to Moapa audience members
  • this is the last hold
