Core 3 project lease and MOU direction with COIC
Board gave informal support for staff to develop a lease and MOU with Central Oregon Intergovernmental Council (COIC) on behalf of the Core 3 regional public-safety training and resiliency campus on county-owned land (~300 acres) adjacent to SE 21st Street in Redmond. Lease allows COIC to begin Phase 1A construction (emergency vehicle operators course, driver skill pad, fencing, remediation). MOU commits ~$300,000 (funded by COIC/Core 3) for site cleanup and relocation of ~65 unhoused people from ~40 encampments; goal to be construction-ready by mid-September. No formal vote taken; documents to return for approval.
