Planning manager Will Groves briefed the board ahead of a Wednesday hearing on the 2040 Comprehensive Plan Remand, a limited legislative remand involving ordinance 202507. Changes split policy 10.1.3 into 10.1.3 and 10.1.4 and add supplemental findings in response to the LUBA/Looper remand, clarifying rural residential subtypes (non-resource lands, post-October-2000 Goal 3/4 exception lands, and pre-2000 residential lands) and their obligations under OAR 660.004.
