Three options presented: (1) TIF pledge only (~6.20% rate), (2) TIF plus city moral obligation, (3) TIF plus subordinate citywide sales-tax pledge (~4.12% rate). Council consensus favored Option 3. No formal vote taken; direction given to prepare documents. City has ~$82M sales-tax bonding capacity.
