Adoption of redistricting criteria resolution with 11th criterion
Mayor Pro Tem Edwards moved to adopt attachment B, the redistricting criteria, with an 11th criterion added: equal distribution of population aboard military installations between all wards to the extent possible. Earlier, Councilmember Willingham's motion to adopt the resolution with only 10 criteria was voted on by raising hands. A subsequent motion to table Edwards' motion failed/was voted on, then Edwards' motion carried by hand vote with the Mayor voting in favor ('I'm voting for it. I think it's a fair way of distribution.'). Debate concerned compactness, contiguousness, and the base annexation of approximately 2,500 people under House Bill 116.
