Petition 2025-11-08-08 submitted by Safadini Merriman LLC for site plan approval to construct a 1,940 sq ft building addition to an existing gasoline service station at the Southwest Corner of Merriman and Schoolcraft Roads in the Northeast Corner of Section 27. The existing 1,980 sq ft building will nearly double to 3,920 sq ft. Property is zoned commercial, approximately two-thirds of an acre with 165 ft frontage on Schoolcraft and 175 ft on Merriman Road.

Civil Service Department request to approve hourly rate increases for high school co-op, college co-op, and seasonal clerk classifications to comply with new state minimum wage rates. Classifications will be pinned to minimum wage going forward.

Civil Service Department request to approve hourly rate increases for parks and rec level one, step one, and step one and a half classifications to comply with new state minimum wage rates.

Finance Department request to approve budget adjustments including: $265,000 for fire department personnel costs related to Livonia Firefighters Association contract settlement; $209,464 for MIDC grant fund overages; and $638,854 for Plymouth Road Development Authority overages ($417,008 for irrigation repairs and $221,004 for Sheldon Park land improvements). General fund balance stands at $16.7 million.

Award of bid to TIPS Group LLC for 65 acoustical panels (48x72x2 inch) with 1.24 noise coefficient to address poor acoustics in the new West Gym at Jackie Kirksey Recreation Center. Panels to be placed on all four walls.

Waive formal bidding and authorize purchase from Pincura LLC for $42,262.53 through Sourcewell cooperative pricing for outdoor fitness equipment at Sheldon Park including crunch, chest press, back press, hand cycle, squat, and elliptical machines.

Waive formal bidding and authorize purchase from Vortex for $614,895.90 through Sourcewell cooperative pricing for splash pad with slide at Sheldon Park. This will be the only free splash pad in Michigan with an attached slide.

Waive formal bidding and authorize purchase from Midstates Recreation for $596,786.50 through Sourcewell cooperative pricing for PlayWorld playground equipment at Sheldon Park featuring a 3-5 foot hill with turf surfacing for sliding.

Waive formal bidding and authorize purchase from Maglan Site Furniture for $89,400.50 through Sourcewell cooperative pricing for splash pad area furnishings: 17 steel frame polyurethane ADA picnic tables, 5 polyurethane backbenches, and 7 steel trash can receptacles.

Award of bid for hot and cold bituminous (asphalt) materials for road maintenance section for 2026 calendar year from budgeted funds, with second low bidder as backup.

Award of bid for aggregates, road gravel, slag, and stone for city's 2026 calendar year requirements from budgeted funds, with second low bidder as backup.

Amend QBS engineering contract with OHM Advisors for construction engineering services for 2026 asphalt road program (Contract 26-A) in the amount of $444,593 for $3.8 million road program. OHM is a Livonia-based company with 24-year relationship with city.

Amend QBS engineering contract with OHM Advisors for $590,000 for construction engineering services for 2026 Newberg Road reconstruction from Ann Arbor Trail to Plymouth Road and replacement of five traffic signals at Churchill High School, Ann Arbor Trail, Hines Drive, Plymouth Road, and 7 Mile. Wayne County paying for three signals, city paying for two.

Approve proposed 2026 sidewalk repair program including approximately 506 locations throughout the city. Estimate letters to go out April 1, construction to start late May for approximately two and a half months. City spends approximately $900,000 annually on sidewalk repairs.
