Appeal denied; The Cove at Clydebank 104-unit subdivision upheld at 5034 Clydebank Avenue
Board denied the appeal and affirmed the Regional Planning Commission's 4-1 approval of RC Homes' 104 detached residential condominiums on an 8.5-acre former elementary school site owned by Azusa Unified School District, in unincorporated Covina, East San Gabriel Valley. 16 units are for-sale affordable at the lower-income level (80% AMI). The project uses a density bonus of 27 units over a 77-unit base. The Board upheld the CEQA statutory exemption under Guidelines Section 15183 (consistent with the East San Gabriel Valley Area Plan EIR). Staff stated that the Housing Accountability Act bars denial or downsizing absent specific adverse health or safety impacts. Appellants raised traffic and evacuation-access concerns; Public Works committed to signal-timing changes and new neighborhood access points via the Lark Ellen Avenue Median Improvement Project (Phase 2 construction slated for summer 2029). An oak tree permit is still required. Roll-call vote 4-0, Supervisor Hahn absent.
