Homelessness governance term sheet with LA County (HMIS and CES matching)
The council adopted Item 10 as amended by Amendment 10A (Jurado/Harris-Dawson), 10 ayes. The amendment approves a city-county term sheet under which the county, if named HMIS and CES lead, would contract with the city to manage CES matching for all units in projects with city or HACLA funding. The city would also get: access to all HMIS data on people experiencing homelessness within the city; proportional representation on data and CES policy bodies, to be defined later; local preference for city residents experiencing homelessness; and county-funded HMIS training. Binding agreements will return to the council. Related litigation hearing on the 27th.
- data use agreement executed before county takes HMIS lead
- city review and approval of use of city data in reporting
- add 'input on agendas and work plans' to first HMIS improvements bullet
