New electric transmission voltage service rate (Resolution R-12-2026)
Council adopted on second reading a new pass-through electric rate for the electric transmission voltage service customer class, superseding prior resolutions. Replaces an expiring special contract (signed Dec 2023, terminating at SPP RTO West start date) for Lindy/Linde, the city's largest electric load and largest non-city PRPA customer. Converts customer to firm rates; customer warned of double-digit rate increases and potential layoffs. Vote 9-0. Council also informally directed the city manager to convene ongoing meetings among the city, PRPA, and Lindy.
- City manager directed at his discretion to establish serial meetings with PRPA, LUC, and Lindy; no fixed timeline.
