Large Water User Ordinance proposed amendments (presentation)

Staff presented proposed amendments: demand ceiling lowered from 330 to 224 acre-feet per year; meters used solely for residential use, schools and hospitals excluded, with schools as the new exclusion; landscape irrigation meters remain subject to the ceiling; transition provision lets existing customers avoid a permit until they exceed 330 acre-feet; groundwater rights accepted in addition to long-term storage credits; adaptable permit terms; administrative guidelines adopted by resolution; conservation plan required with the permit application. Staff noted no new water-cooled data centers since 2021, only two overall, and that the others are air-cooled. The Mayor asked that council have oversight of large allowance increases, possibly through development agreements. There are four existing customers, going on five. No vote was taken; the ordinance will return for adoption.
