Study by Burns & McDonnell (Julie Davis) presented four financial scenarios: city-operated (~$21-22/mo), city-operated with HOA opt-out (~$26/mo), city-contracted (~$21-22/mo), and city-contracted with HOA opt-out (slightly higher). Staff recommends adopting an intent to contract with one or more haulers. No vote tonight; resolution of intent to return September 14, 2026.
