Staff (interim Arts and Culture Director Carrie Brown, Deputy City Manager Frank McCune, with consultant Sarah Conley-Odenkirk of Art Converge) presented options to expand Phoenix's currently voluntary, incentive-based AIPD program into a possibly mandatory ordinance. Options discussed: mandatory vs voluntary, applicability to commercial/mixed-use (and possibly larger residential/master developments), a $5 million building-permit valuation threshold (tiered approach considered), and flexible compliance (1% on-site art, 0.5% or 1% in-lieu payment to a dedicated fund, or open/accessible cultural space). Compared programs in Philadelphia, LA County, San Diego, Louisville, Scottsdale, Tempe, and Sedona. Staff proposes further stakeholder outreach, a possible nexus study, and coordination with the law department, returning with an update in about four to five months. No vote taken.
