ADU zoning code text amendment (ordinance 2025-27)

Zoning code text amendment to align Pima County code with state law (HB 2928) requiring counties to allow accessory dwelling units. Adopted with Supervisor Hines' two amendments and the amendments in the county administrator's Nov 10 memo (owner-occupancy for short-term rental ADUs, side/rear setbacks, 5-foot separation, HDZ/grading regulations still apply). Third ADU on parcels one acre and larger must be restricted affordable (up to 80% AMI). Final vote unanimous.
