Moderate Income Revolving Loan Program (MERL) Adoption
Adopted ordinance establishing Portland's implementation of state MERL program allowing city to access no-interest state funds for housing development serving 50-120% AMI households. Prosper Portland will administer. Amended to lower minimum project size from 75 to 20 units and expand income eligibility from 60% to 50% AMI.
