Rezoning REZ 2026-00020 Lumina (O(M) to PMR)

Recommended approval of a rezoning of 34.82 acres (three parcels) along James Madison Highway (Route 15), about 0.26 miles north of Somerset Crossing Drive and south of the Town of Haymarket, from O(M) Office Mid-Rise to PMR Planned Mixed Residential. Applicant Van Meter proposes 247 units: 153 single-family attached and 94 multifamily stacked back-to-back units, at about 7 du/acre within the RN3 designation. Program details: 10% affordable units at 80% and 120% AMI; height waivers for townhomes from 35 to 45 ft and for multifamily from 50 to 55 ft; 910 parking spaces where 575 are required; 53% open space. A 4.17-acre portion lies in the Town of Haymarket and is planned for stormwater and trails. Proffered contributions: $40,000 for Route 15/55 improvements, $100,000 for a school trail and lighting, $5,000 per unit for schools, and $280 per unit to Haymarket for public safety. The rezoning replaces a 2011 O(M) approval for up to 684,234 sf of office. Roll call 7-0.

  • Connect a new trail to the existing trail easement while working with the county arborist on location
  • Review tree preservation along Route 15 with potential berming in conjunction with Journey Through Hallowed Ground byway design guidelines
  • Review multifamily designs to more closely match townhome design standards
  • Add a crosswalk to the opposite side of Route 15 to connect to Leopold's Preserve
  • If a historic dwelling/slave cabin is found, preserve in place and avoid
  • Review whether multiple historical markers could be added along the trail system
