Public Power Feasibility Study Phase 2 Report
Information item, no vote. NewGen Strategies presented findings that creating a municipal electric utility (MEU) from SDG&E delivery assets is economically and technically feasible. Asset acquisition cost estimated between $2.4 billion (original cost less depreciation) and $7.6 billion (replacement cost new less depreciation), plus ~$912 million separation/startup costs and $470 million working capital. Would serve ~660,000 customers, acquire ~800 miles of secondary conductor and 42 electrical substations. Projected 30-year savings of $7B-$19B depending on assumptions. SDCP (CCA) would continue power supply.
