Will add isolation gate in wet well and rehabilitate pump station including new bar screens, pumps, control panels, piping, valves, and flood hazard mitigation.
Blind Brook Wastewater Treatment Plant Bond Amendment
Approved $5,000,000 additional bonds amending bond act 9-2023 for Blind Brook Wastewater Treatment Plant process equipment improvements. Original bond was $32,500,000. Additional funds needed for odor control system and increased emergency generator capacity. Plant serves Harrison, Norcastle, Rye, and Westchester County Airport.
14 Payne Street/175 Windcroft Avenue Land Acquisition
Approved acquisition of 1.12 acres at 14 Payne Street and 175 Windcroft Avenue in Town of Greenburg for $2,487,000 including $40,000 county administrative costs. Site subdivided to nine lots for single-family affordable homes for first-time homebuyers at 80% AMI. Developer is Reagan Development. Sale price approximately $430,000 per home.
Airport Natural Gas Pipeline Bond Act
Approved $8,819,000 bond for installation of natural gas line extending from Northeast corner of Westchester County Airport. Will benefit private hangars and three airport-managed buildings currently on oil. Includes removal of one underground and two above-ground storage tanks. Design at 100%, ready to advertise.
Senior Nutrition Services Agreement Amendments
Approved amendments to intermunicipal agreements with 15 municipalities to reimburse for additional 2024 congregate meals and home-delivered meals services using $710,000 in additional New York State Office of Aging funding.
Rockland County Intermunicipal Agreement for Youth Shelter Services
Approved three-year intermunicipal agreement with Rockland County (March 2026-February 2029) to provide preventive respite services to eligible children at risk for foster care at Sanctuary Shelter at 35 Hammond Road. Rate of $200/day on space-available basis. In 2025, 134 total admissions with 21 from Rockland (15%).
Paratransit Vehicle Replacement Bond Act
Approved $2,300,000 bond for cyclical replacement of approximately 25 paratransit vehicles from 118-vehicle fleet. Vehicles have 4-5 year lifespan. Fleet includes hybrid vehicles and serves approximately 7,500 unique riders per year, 45% seniors.
