Zoning in the City of Phoenix is administered by the Planning and Development Department (Zoning Division, 200 W. Washington Street, 2nd Floor). A rezoning application is first reviewed by the Village Planning Committee for the area, which makes a recommendation to the Planning Commission. The Planning Commission holds a public hearing (about three to five weeks after the Village Planning Committee meeting) and may approve, approve with stipulations, deny, approve differently than requested, or continue the case.
