Acreage changes: employment campus district decreases to 139 acres; residential district increases from 102.3 to 158 acres; civic district increases from 6.2 to 7 acres; open space/park district increases from 22 to at least 55 acres. Other changes: minor medical centers become a permitted use in the civic district; parking access and primary frontage requirements are removed; density, FAR, and setback standards are adjusted; and standards previously approved by variance from the Board of Variances and Appeals are codified. Bills 24 and 25 (2024) – Lanai Project District 2 Koele change in zoning and Phase 1 amendment
Approved.
The committee recommended passage on first reading of the proposed CD1 versions of Bill 24 (2024), which moves properties into or out of the district and rezones them, and Bill 25 (2024), which amends the project district, with recordation of a unilateral agreement for Bill 24. The applicant is Pulama Lanai. The bills downzone the Koele project district: 8% fewer total acres, 72% less resort residential, 77% less golf course (the Cavendish course is retained), and about 1,243% more park and open space. They add 11.5 hotel acres for villa rooms and spa hale at the Sensei Lanai Four Seasons Resort. They create a resort commercial district covering the stables, tennis courts, and pasture, and fold about 12.8 acres of interim-zoned land into the hotel district as housekeeping. The bills follow Ordinances 5702 and 5792 (community plan amendment and ratification) and the State Land Use Commission's unanimous approval of the district boundary amendment. Conditions as amended: Condition 8 now has time-limited water reporting, and Condition 9 (bypass road) was struck. Vote: 8-1, with Member Rollins-Fernandez voting no.

Resolution 26-137: Refer Ma'alaea Triangle rezoning to B-2 to Maui Planning Commission
Approved.
The committee recommended adoption, as amended, of a resolution referring a bill to the Maui Planning Commission. The bill would rezone six parcels (about 10.36-10.4 acres) in the Ma'alaea Triangle, including Maui Ocean Center and Maui Harbor Shops, to B-2 Community Business District. Current designations include open zone, future roadway and road, none of which exist in Maui County code, plus light industrial. Consultant Will Spence presented the request. The Planning Department supports it, and it is consistent with the current community plan and the proposed South Maui small town center designation. The fifth whereas clause was amended to reflect that Parcel 11 is co-owned by the Ma'alaea Triangle Partnership and the US Coast Guard. The amendment passed and the main motion passed, with Rollins-Fernandez excused.
