Rezoning

Rezoning (also called a "zone change") is the legislative process of changing the zoning designation assigned to a specific parcel of land. Every parcel in a municipality is assigned a zoning classification — such as R-1 (single-family residential), C-2 (general commercial), or I-1 (light industrial) — that dictates what can be built there.

How Rezoning Works

1. Application submission: with site plans and justification for the zone change
2. Staff review: by the planning department, which issues a recommendation
3. Planning commission hearing: where public testimony is taken
4. City council or county commission vote: to approve or deny the request

The entire process can take 3 to 12 months depending on the jurisdiction and complexity.

Why Rezoning Matters for Real Estate

When a parcel is rezoned to allow a higher-value use — for example, from residential to mixed-use or commercial — the land value can increase 2x to 5x. But the bigger opportunity often lies in adjacent properties that haven't been rezoned yet. Rezoning approvals tend to come in waves: once one parcel is approved, neighboring parcels often follow within 12 to 24 months.

What to Watch For

• The zones involved: A change from R-1 to C-2 signals very different market dynamics than R-1 to R-3
• Staff recommendation: When staff recommends approval, passage probability is typically 80%+
• Acreage and location: Larger rezonings near existing commercial corridors signal emerging development patterns
• Council member questions: Concerns about traffic, density, or compatibility often signal hesitation
