Love Field Expansion Airport Program (LEAP) Update
Director of Aviation Patrick Carino briefed the committee on the $2.5 billion LEAP program covering 14 projects across airside, landside, support facilities, and the terminal, including a new landside processor, double-deck roadway, Garage D, and demolition of Garage A. Program does not add gates but aims to grow capacity from ~18 million to 24 million passengers off 20 gates. Funded primarily by general airport revenue bonds, passenger facility charge ($4.50), and customer facility charge; no vote taken. Design package recommendations expected before city council by January; enabling work/demo by end of 2027; full construction 2028.
