Interim/moratorium ordinance for site plan review, prompted by non-residential projects (industrial, retail) abutting residential. At a work session the problem was narrowed to the general mixed-use district on Balsam Lane affecting two vacant properties. Current code requires 20-ft building setback and 5-ft parking-lot setback from rear property line; staff will propose 20-ft building and 20-ft parking setbacks, returning to Planning Commission/Council in September. Council took no formal action (no motion), effectively declining the moratorium.
