Presentation on Tax Increment Financing districts and TIF master plan
Goldman & York (Mike Goldman) and attorney John Stafstrom of Pullman & Comley briefed the council on TIF under Public Act 15-57 / Chapter 105B. Staff sought council support to draft a TIF district master plan with multiple districts, shown as Port Eastside/riverfront, Main Street and the Silver Lane corridor. Separately, the Port Eastside special-act district will need council approval of an interlocal agreement; bonding there is capped at $125M. The plan will need planning commission advisory review, public hearings and council adoption. No vote was taken.
