Public hearing on Fourth Amendment to SPA with Spring Creek Utility District
First of two required public hearings on the Fourth Amendment to the existing strategic partnership agreement between the City of Houston and Spring Creek Utility District, including a limited-purpose annexation of additional territory. City will levy a one-cent sales tax divided evenly with the district; no residents currently in areas annexed, no services required. Second public hearing scheduled September 16; council approval sought October 7, 2026; sales tax collections begin April 1, 2027. Hearing closed on voice vote.
