Public hearing on Fourth Amendment to Strategic Partnership Agreement with Spring Creek Utility District
Second required public hearing on the 2026 Strategic Partnership Agreement and limited-purpose annexation with Spring Creek Utility District. City will amend the existing SPA and annex additional territory for limited purposes, levying a 1% sales tax divided evenly with the district. No residents currently in the area to be annexed; no city services required. SPA approval and limited-purpose annexation expected October 7, 2026; tax collections begin April 1, 2027. Council voted to close the public hearing.
