Laramie County Zoning Meetings

The Laramie County Planning and Development Department administers development and building permitting, inspections, and code enforcement within unincorporated Laramie County under the Laramie County Land Use Regulations (LCLUR). These regulations apply to all lands within the county except federal lands and any land within the incorporated limits of a city or town, so property inside Cheyenne and other municipalities is governed by that city's own zoning rather than the county's. A zone change first goes to the Planning Commission for a public hearing and recommendation using the criteria in the Land Use Regulations, and then to the Board of County Commissioners for a public hearing where the commissioners may approve, deny, or table the request. Notice requirements include the applicant posting the property at least 30 days before the public hearing, the Planning office notifying adjacent property owners by certified mail at least 30 days prior, and publication of a public notice in the newspaper at least 30 days prior.

Laramie County operates under the Laramie County Land Use Regulations (LCLUR), which the Board of County Commissioners adopted on August 5, 2025, along with an amended unincorporated zone district map and an updated development fee schedule. This 2025 edition replaced the prior LCLUR (2022 edition, amended October 4, 2022).
