Zone change to PUD for Aspen Valley subdivision (RV workforce housing)

Aspen Valley LLC's application to rezone the Aspen Valley subdivision from urban residential low density (URLD) to planned unit development (PUD) zone district to add campgrounds as a use by right. The 174 single-family-home-lot subdivision (originally intended for manufactured homes) would allow two RVs per lot for temporary workforce housing: 192 RV spaces in the west phase and 136 in the east phase, totaling 328 RV spaces, plus a community house. Lots are 50 ft wide by 130 ft deep; each RV space is 3,400 sq ft. Multiple neighbors from South Fork, Big Country, Harmony Meadows opposed citing density, traffic, drainage/flooding, wetlands, water/drought, and safety concerns. Approved 5-0.
