Mobile Home Lot Rent Stabilization Ordinance

The proposed amendment to Chapter 23 Residential Rental Property, Article 3 Mobile Home Lot Rent Stabilization, was continued to the next council meeting (November 17) for first reading. The council reached these consensus points: (1) use the Auburn CPI; (2) the council appoints rent stabilization board members; (3) align rent increases with state law at once per year; (4) one petition per park per year covering all lots; (5) the board has 60 days to act, and inaction means the petition is deemed approved; (6) a staff completeness review starts the 60-day clock; (7) owners that are not large institutional investors (more than 100 lots in Lewiston or more than 350 in aggregate) are exempt from the increase limits; (8) strike the notice-of-violation provision 303K; (9) enforcement by citation or court; (10) no license revocation. A late Boa Vida Communities MOU proposal will be reviewed by counsel. Vote 7-0.
