American Canyon annexation agreements — Paoli-Watson and Hess-Laird territories

Approved three agreements with the City of American Canyon: agreement 260377B (urban limit line and RHNA agreement), agreement 260379B (tax-sharing agreement with City and American Canyon Fire Protection District for Hess-Laird), and agreement 260378B (tax-sharing agreement for Paoli-Watson). Paoli-Watson is 15 parcels totaling ~74 acres along Powley Loop Road east of Napa-Vallejo Highway (inside existing ULL); Hess-Laird is two parcels totaling ~281 acres south of South Kelly Road (outside ULL, requiring ULL extension). American Canyon assumes 15% of the county's RHNA in 7th and 8th housing element cycles (~2031-2047) and 10% thereafter. Property currently zoned industrial. Vote 3-1, Chair Manfrey dissenting over water-supply concerns.
