UDC amendment: data center development standards

Recommended approval of a new data center development standards section. Data centers are allowed in C-3 through MI-2. They are permitted by right only in I-1 through MI-2 when all conditions are met. A specific use authorization is required in C-3, L and BP, and for any data center that fails a condition. The definition used is Councilman White's alternative definition, and nonconforming-use rights are added (an analog to the metal recycling provision). An earlier chair motion (250-ft separation; S required only in C-3) failed and was reconsidered. The final motion, by Commissioner Pana and seconded by Commissioner Pete Rodriguez, carried with one 'No' (Commissioner Winston). The item is forwarded to City Council, tentatively October 29.

  • 350-foot separation from principal buildings, on-site power generation and fuel structures to residential uses, schools, daycares, assisted living facilities and hospitals
  • 100-foot setback
  • Type D landscape buffer
  • downward lighting
  • prohibited over Edwards Recharge Zone District
  • noise ordinance applies
  • on-site chillers and generators screened from public right-of-way
  • specific use authorization required in C-3, L and BP
  • nonconforming use rights for existing data centers
