Board directed staff to incorporate policy language designating no more than 45% of the county's industrial-zoned acreage for data center development, based on developed/disturbed footprint rather than total project acreage. Staff recommended 55% (leaving 1,633 available acres); board settled on 45% (leaving ~1,016 acres).
