No. Washtenaw County does not have a countywide zoning ordinance. Under Michigan's Zoning Enabling Act (PA 110 of 2006), zoning is adopted and enforced by individual townships, cities, and villages. Rezonings, variances, and site plans are decided by the relevant municipal body, not the county.

The municipality where the property sits. For example, land inside the City of Ann Arbor is zoned by the Ann Arbor City Planning Commission and City Council, while property in a township is handled by that township's planning commission and board of trustees. The county does not vote on local rezonings.
