153.073-acre mixed-use town center on parcels addressed 240 and 260 North Mitchell Road, 2401 Heritage Parkway, 2500 East Broad, and 351 North Miller. Four sub-districts: Broad Street (commercial/retail, no residential, 27-ft min retail height), Canal (most urban, 4-story min residential, structured parking, half-mile navigable canal), Neighborhood (primarily residential, townhomes/single-family), and Employment (corporate/medical office, hotel, civic, no residential). Maximum of six multifamily projects (three in Canal, three in Neighborhood). ~400,000+ sq ft of retail contemplated; ~59% residential eligibility. Phasing triggers: first Canal apartment CO requires city acceptance of canal and bay; further apartment COs require a 20,000 sq ft grocer or 100,000 sq ft non-residential in Canal sub-district, plus later triggers of 200,000 sq ft non-residential and 60% of developable parcels built.
