Bill 147 - Transient Vacation Rental Regulatory Framework

County Council-initiated Bill 147 (PLCCI 202600016), an ordinance amending Chapter 2 (Administration) and Chapter 25 (Zoning) of the Hawaii County Code relating to transient accommodations, repealing existing B&B and STVR provisions and establishing a new regulatory framework distinguishing hosted B&Bs from unhosted STVRs, with permitting, enforcement, fine structure ($5,500/$7,500/$10,000 tiers), good-neighbor standards, and operational standards. The Planning Director recommended a favorable recommendation with suggested revisions; Councilmember Kimball proposed further amendments (removing single-family dwelling special-use requirement in Rec. 7, removing CN and scaling back RM STVR permissions). The Commission continued final deliberation to the July 16, 2026 meeting on a motion by Vice Chair Noborikawa, seconded by Commissioner Ayers. Vote, Commissioner Inaba excused and absent.
