The rewrite will proceed in modules (residential/housing in module four, agriculture in module five, project districts in module seven), reviewed informally by the Council committee, then the three planning commissions and the Hana Advisory Committee, then adopted as one comprehensive ordinance. Current contract budget is about $690,000; about halfway through allocated funds. Chair deferred the item at the end of the meeting.

Bill 37 (2026) - Real property tax exemption for workforce housing developers

Deferred.

Bill to create a real property tax exemption for developers of qualified residential workforce housing developments. Estimated financial impact about $325,000 a year; removing minimum tax would increase impact by about $30,000. Chair Lee initially recommended filing due to lack of Finance Department support and timing/software concerns; chair deferred instead to continue work with Finance and Housing departments. No objection to deferral.
