Uses contingent on a 200-unit affordable housing development (by Gorman and Company on the former parking lot) and 51,000 sq ft of community-serving uses (proposed library, early voting site) on the front. Extensive public opposition raised environmental, equity, and transparency concerns and calls for a moratorium. After a failed motion to approve with conditions and a failed motion to hold for studies, the Commission voted unanimously to HOLD the item.
