Emerald Bay County Line North comprehensive plan amendment

Deferred.

Request to amend the Future Land Use Map from Res-1 (1 du/gross acre) to Commercial on about 3.21 acres at the southwest corner of County Line Road and Lansford Drive. Continued at the applicant's request to January 21, 2027 at 1:30 p.m. so the applicant can hold a neighborhood meeting. Barbara Wilhite represents the applicant. A neighbor's letter asking to preserve the Oak Lakes entrance wall and a roughly 100-year-old tree was read into the record. The continuance passed by unanimous voice vote.

Old Pasco Road Development Agreement

Approved.

Consent approval of a development agreement with Meritage Homes of Florida LLC for the Old Pasco Road MPUD. Meritage will design, permit, and construct Old Pasco Road to four lanes from Sedgway Boulevard to approximately Old Mill Road, in exchange for cash reimbursement, in Central Pasco County. The Commission found the agreement consistent with the comprehensive plan and recommended approval to the Board of County Commissioners.

AmSkills Cooperative Funding Agreement (R27)

Approved.

Approved a three-year cooperative funding agreement with AmSkills at $810,000 per year from Penny for Pasco economic development funds. Each year includes $300,000 upfront to train 200 Pasco residents and $510,000 paid per placement of 60 residents into full-time manufacturing or technical jobs. A $150,000 debt owed to the county is to be retired by the end of fiscal 27. A proposal to extend the term to five years was not adopted. The motion passed; Commissioner Whitman stated opposition.
