Council Bill 121231 - City Light rate ordinance and data center customer class

Approved.

Ordinance establishing new retail rate schedules, a new customer class and conditions of service for data centers whose electricity demand constitutes a new large load, modifying customer charges for service connections, and augmenting rate stabilization account mechanisms. Includes a 9.5% rate increase and utility discount program expansion. Passed as amended, nine in favor, none opposed. Council noted data centers must be served by green energy and not subsidized by other ratepayers, and that this is separate from the data-center moratorium.

Council Bill 121215 - removing administrative SEPA appeals for legislative land use decisions

Ordinance amending Seattle Municipal Code sections 2376.050, 2376.062, and 2505.680 to remove the opportunity to appeal environmental documents (DNS or final EIS) to the hearing examiner for legislative/non-project land use decisions; project-level SEPA appeals remain.
