Mandan City Commission - 2026-04-21

Commission upheld November 18, 2025 decision requiring public right-of-way connection between Gateway Mobile Home Park (205 units) and Meadowlands 55+ community. Developer Barry Jennings and Gateway owner Nick Cebula both opposed the right-of-way requirement, preferring emergency access easement only. Staff and Fire Chief Bitts cited documented history of blocked emergency access gate and need for long-term connectivity. Zone change from RH (Residential Mobile Home Park) to RMH (Residential Mobile Home Subdivision) remains as previously approved.

Approved special use permit for shop condos (multi-use shops) on Lot 1, Block 1, Seibel Subdivision. Project includes 5 shop condo units plus 2 additional units in separate building, with self-storage component. Property located along interstate in gateway overlay district. Planning and Zoning Commission recommended unanimous approval.

Awarded base bid for downtown sidewalk improvement project (Project 2026-20) focusing on sidewalk, curb, and general concrete improvements in downtown area. Plans and specs were approved March 17, 2026.

Commission concurred with North Dakota DOT bid award for microsurfacing project along interstate and connected highways. City's estimated responsibility is $24,624.76, under the original estimate of $27,000.

Authorized Engineering Department to advertise for bids for Project 2026-21, refreshing striping along Main St. from 10th Avenue to just before Mandan Ave. Work includes grooving and epoxy lane lines and arrows. Completion expected by June 22, 2026.
