Public hearing and adoption of resolution establishing Tax Increment Financing District No. 27 and modification to the redevelopment plan for redevelopment project area number two. Site is the former Napa building in downtown Buffalo; applicant Modern Roots proposes to demo the existing substandard building and construct a new ~8,800 sq ft retail/manufacturing/holding building, ~$2.8 million project. Existing taxable value $412,900, expected to increase to $1.1 million. Financing gap identified at $142,000. TIF could provide up to $376,000 over 26 years but only ~$142,000 anticipated. HPAB and HRA recommended a contrasting trim color per downtown design guidelines, but Council chose not to make it a requirement. Approved by voice vote.
