Includes ~170 residential units (120 single family, 50 multifamily), ~200-stall public parking lot, medical/dental clinic, neighborhood commercial along Baldwin Avenue, and relocation of the mini bypass road. Zoning changes requested: to P-1 (parking area), A-1 (multifamily), R-1 (single family), B-2 (medical), B-1 (neighborhood commercial). Amended to reflect Heritage Hall, revised affordable unit count (34 workforce + 16 gap group = 50), B-2 height limited to community plan, and 34 workforce units rental in perpetuity with free parking and laundry.
