General Plan Amendment

A general plan amendment is the same concept as a comprehensive plan amendment — the terminology varies by state and jurisdiction. Western states (Arizona, California, Nevada) tend to use "general plan," while Eastern and Midwestern states more commonly use "comprehensive plan."

Despite the naming difference, both documents serve the same purpose: establishing the municipality's long-range vision for land use, transportation, infrastructure, and growth.

• Major amendments: Significant changes to land-use designations, typically requiring a supermajority vote (common in Arizona)
• Minor amendments: Small-scale changes that may be processed more quickly
• Annual amendment cycles: Some jurisdictions (like Arizona) only process general plan amendments once per year

Strategic Significance

General plan amendments are the policy precursor to rezoning. When a municipality amends its general plan to designate an area for higher-intensity use, rezoning applications for that area become much more likely to succeed. • Annual amendment cycle timing: In jurisdictions with annual cycles, knowing the deadline and pending applications is critical
