Zoning Amendment

A change to the text of a zoning ordinance that modifies regulations, standards, or permitted uses across one or more zoning districts.

A zoning amendment (also called a "text amendment" or "ordinance amendment") is a change to the written text of a municipality's zoning ordinance — as distinguished from a rezoning, which changes the zoning map. While a rezoning changes the classification of a specific parcel, a zoning amendment changes the rules that apply to one or more entire zoning districts.

Types of Zoning Amendments

  • Use amendments: Adding, removing, or modifying the list of permitted, conditional, or prohibited uses in a district
  • Dimensional amendments: Changing setbacks, height limits, lot coverage, FAR, or minimum lot sizes
  • Procedural amendments: Modifying the approval process for zoning applications, variances, or permits

How Text Amendments Differ from Rezonings

A rezoning affects a specific parcel — changing it from Zone A to Zone B. A text amendment changes what Zone A or Zone B means — modifying the rules that apply to every parcel in that district.
