Data center moratorium direction

Motion to direct staff to bring back an ordinance imposing a temporary moratorium not to exceed 12 months on issuance of building permits, development orders, or rezoning of property related to data centers, until the county adopts its land development regulations relating to data centers. Deltona Corporation's pending 800-acre application at Holder Industrial Park (filed December 2025, PDC hearing June 18, Board July 14) is exempt. Temporary Moratorium on Data Center Facilities

Ordinance establishing a temporary (one-year) moratorium on the construction or expansion of, and issuance of building permits, development orders, or rezoning of property for data center facilities within unincorporated Citrus County. Over 40 members of the public spoke, all in opposition to data centers, particularly a proposed data center at the Holder Industrial Park by Deltona Corporation. County Attorney clarified the moratorium does NOT cover the Holder rezoning itself but would prevent post-rezoning building permits and site improvement plans during the moratorium. Vote with Commissioner Davis temporarily out of the room (later recorded her aye).
