Chair Finnegan moved to amend the comprehensive plan to remove the line (added in 2022) allowing drainage retention areas and buffer zones to count toward required open space, reverting to pre-2022 language. Commissioner Barrick seconded. Numerous public speakers supported. Commissioners Davis, Kennard, and Bays favored retaining flexibility for cluster development and attainable housing. Motion failed.

Solid waste residential assessment FY26-27 (Item H-7)

Public hearing to reimpose annual disposal assessments and adopt the solid waste residential assessment roll for FY26-27 at $35/unit (an $8 increase over four years as part of an approved five-year rate study). 77,700 residential units. Board noted a calculation discrepancy in backup ($2,885,015 vs $2,719,500). Approved.

Directive to prohibit NDAs on data center development
