Fiona Fields revised preliminary plat SPP 26-0002

Bear Development LLC's revised preliminary plat for the 333-lot Fiona Fields subdivision on the north side of Braun Road, south of the Oaks Road dead end. The site is zoned RN. The plan includes 95 single-family lots, and townhome lots were converted to twin home lots. A roundabout is planned at the Oaks/Braun intersection. The commission accepted Outlot 2 for the public park/access option and found the southeast alley-accessed lots meet the 74-29 exception for lacking public street frontage. Approved unanimously.

Re-approval of Sanctuary at Pike River Final Plat laid over

Deferred.

The re-approval of the final plat for the Sanctuary at Pike River single-family subdivision (about 92 lots; applicant Lennar Homes of Wisconsin LLC) was pulled from the consent agenda and laid over for two weeks. The final plat had previously been approved by the plan commission in May 2026 and by the board in June 2026. Requested revisions are: undivided 1/92 interest ownership of Outlot 1 (the stormwater pond) through the HOA; removal of the Lot 1 public park dedication note; and submission of restrictive covenants creating the HOA. These items will also be added to the developer's agreement, which is due back in two weeks. Lennar argued for a non-condominium HOA instead. Neighbors raised concerns about grading, drain tiles, and boundary pins. Roll call was 7-0.
