Cannabis Delivery Services Business Permit and Enhanced Enforcement Ordinance

Approved on first reading amendments to Chapter 4, Article 2, Division 15 of the Municipal Code to establish a cannabis delivery business permit category for commercial cannabis operators entering the city to conduct delivery, create a private right of action allowing eligible entities (state-certified cannabis retailers and labor unions representing cannabis workers) to pursue civil enforcement, and revise penalties to a maximum of $20,000/day for court-imposed civil penalties, $20,000/violation for administratively imposed civil penalties (not to exceed $500,000 per parcel/business), and up to $10,000/violation for administrative abatement penalties. Does not permit delivery-only businesses based within the city. Motion by Council Member Campeo, seconded by Council Member Von Wilpert. Passed unanimously with District 2 and District 8 absent.

General Plan Maintenance Fee update (flat fee to 11.25% surcharge)

Approved restructuring the General Plan Maintenance Fee from a flat $737 per permit application to a variable 11.25% surcharge applied to plan checks, project reviews, and related permit and administrative fees. Fee currently generates ~$6.2M/year; new fee expected to generate ~$7.5M/year once fully implemented (~$6M first year).
